Made in Japan in the 1940's 1950's. Shake the toy from side to side and the balls make that familiar clacking sound. Blow in the handle and it whistles. Thw hole and slot in the head is a mystery. We hoped the secret instruction mentioned would reveal the secret, but the header card inside remains blank. In old stock condition with a torn header card.
